Are black and whites used to the cold air or not?

Italians are white!! All European Mediterraneans are white. Have you ever been to Italy, they aren't all dark. And Europeans from cold or mild countries are naturally more used to the cold because if growing up there. My black friend actually gets colder here in England than I do. Although he partly grew up in Africa, so I think it's more to do with were you grow up.
