It sounds like she is scared to go to the more than friend level...she enjoys the closeness you were sharing but the second you tried to hint at taking it further, she got scared. Go back to just friends, date other girls and either she'll get over her fears and want to date you or you'll get over her, be with a great girl that isn't scared to date you and that girl will just be your friend or fade out of your life.
