Philosophy Paper Question

I have to write a paper about a philosophical issue/subject that I believe is important to the methodologies of government in the twenty-first century. This may be a historical exploration that identifies some philosophical truth that has evolved into an established form of government today. Any ideas on where I can find some philosophical issues/subjects that affect today's government?
