Pricelinee??? cleveland?

hi im lookin to go to cleveland to catch a couple of ball games and was wondering were i could find a good hotel lke 4 stars for not that much and was wondering if that priceline name your own price thing was a joke. do you always get the star hotel you want? what if they dont except your bid do you have to buy it from they wanna sell it to you? thanks so much also recomindations for hotels in cleveland would be great to! thanks
